X9 Financial PKI
Overview
In 2018, members of the U.S. financial industry approached ASC X9 with concerns about the PKI certificates then in use. Given that X9 is accredited by the American National Standards Institute (ANSI) to develop standards for the financial industry—and with over 50 years of experience—it was agreed that X9 was well-positioned to help identify and implement solutions.
Following a thorough review, X9 determined, with industry support, that a dedicated source of PKI certificates tailored to the unique needs of the financial sector was necessary. After extensive research, X9 developed the required PKI policies and assumed the role of Governing Body for the X9 Financial PKI.
After a multi-year evaluation process, X9 selected DigiCert as its partner to develop PKI solutions specifically designed for the financial industry. (View press release.) For more information about the X9 Financial PKI, please visit the please visit the DigiCert website.
Governance Structure
X9 has established three key groups to govern and manage the X9 Financial PKI:
- The X9 PKI Industry Forum
- The X9 PKI Policy Group
- The X9 PKI Operations Team
X9 PKI Industry Forum:
The X9 PKI Industry Forum acts as a communication hub between ASC X9 and stakeholders in the X9 PKI ecosystem. It facilitates the exchange of feedback, requests, and requirements, and helps promote understanding and adoption of X9 PKI Solutions.
While the Forum does not create or modify ASC X9 standards or policies directly, it formally submits input to the appropriate ASC X9 groups for consideration. Membership is free, but participants must sign a participation agreement. Click here to request to join this forum.
X9 PKI Policy Group:
The X9 PKI Policy Group is responsible for maintaining the X9 PKI Certificate Policy and for vetting and documenting approved use cases. A paid X9 membership is required to participate in this group, and additional restrictions may apply.

X9 PKI Operations Team:
The X9 PKI Operations Team oversees the management and governance of the X9 Financial PKI. This team has final authority over operational decisions and policy implementation. Membership is limited and by approval only. Participants must meet specific qualifications set by X9.
